1862-1947 Eloise Payne Luquer was born in Brooklyn, New York in 1862, and was raised in Bedford, New York. She was a founding member of the Bedford Garden Club, which was a founding organization of the Garden Club of America. She continued to live in Bedford and Bedford Hills until her death in 1947. The Bedford Garden Club established a medal in honor of Luquer in 1949 and presented it to the Garden Club of America.
